If you find the need to adjust volume of music on hold (MOH) you should edit your music on hold files using a product such as Audacity,

When you edit the file reduce the amplitude of the file and then save it. Once saved it can be re-uploaded to the PBX
Here is a ZIP file with some MOH files at their initial volume, and a decrease level. The files with the db listed are the lower volume.
